Andrew Baldwin

Andrew lives in Greater Vancouver with his wife, two semi-adult children, and a cat of questionable character. Andrew has recently retired from a career with the Provincial Government as Crown Counsel. Thirty-three years of prosecuting all manner of criminal offences has given him a certain appreciation of the need for Christ’s light in the dark places, but none so much as the many involving offences against children.
Andrew has only been on the Board since 2013, but has been a supporter of Ratanak since its earliest days. Fun Fact: he is believed to hold the distinction of being the first receipted donor.
When not serving on different Boards (he is currently down to four), he enjoys various outdoor activities and fixing things. Last year, he taught himself how to TIG (Tungsten Inert Gas) weld aluminum–just because painting with fire is cool.
Laura Delfs
Laura Delfs

Laura is an Edmonton-based lawyer who transitioned from a career in commercial law to focus on human rights and development. She holds a Master’s Degree in Law and Sustainable International Development from the University of Washington. She is currently in London pursuing a Master’s Degree in Human Trafficking, Migration, and Organized Crime. She has collaborated with organizations in India, Thailand, the Philippines, and Malawi, developing curriculum for police and judicial training, and contributing to human trafficking case work.
Laura has been an uberfan of Ratanak for many years and has twice travelled to Cambodia to complete research in support of program development. For giggles, Laura cycles long distances–recently completing a 14-day/1400 km trip down the coast of Chile. Admittedly, harder than fun, but a fascinating experience.
Tania Jackson
Tania Jackson

Tania joined the Ratanak Board of Directors in September 2023. Tania has over 20 years of experience serving on boards and committees of Christian organizations and was looking for something new, involving a different demographic. She was specifically seeking a board position with a Christian charity that needed an HR perspective, and that serves others with integrity and a focus on unapologetically sharing the love of Christ in ministering to the needs of others. This is exactly what Ratanak is! As a long-time supporter of Ratanak, Tania was happy to join the Board when she learned of an opening.
Tania is a Chartered Professional in Human Resources with many years of experience in the field. In her day job as National Director of HR, Tania oversees talent, culture, payroll and benefits for a service company. Her passion is to explore ways to improve communication and refine processes and systems to make it easier for everyone to accomplish what they need to, more quickly, efficiently, and effectively. To this end, Tania has written many policies, procedures, forms, and guides, and led workshops to grease the wheels of productivity, communication, and employee engagement. She enjoys contributing an HR perspective to Ratanak at the board level and is not afraid to help out wherever needed. The last few years, this has included being the team captain of the Steady Striders in Ratanak’s Road to Freedom Challenge.
Daniel Kooman
Daniel Kooman

Daniel has travelled to more than 30 countries across Asia, Africa, Europe, and the Americas to document compelling human stories. He has earned Best Director and Best Picture awards at multiple international film festivals for She Has A Name, a heart-wrenching true story about human trafficking in Southeast Asia.
His next film, based on the life of the biblical prophet Daniel, is slated for release in thousands of theatres across North America.
For Daniel and his wife, Christy, filmmaking has become a powerful platform to invest in children—empowering orphans in Tanzania and restoring hope to girls trafficked in Thailand and Cambodia.
Daniel is also the founder of UnveilTV, a niche streaming platform he launched with his brothers, Matthew and Andrew. He leads an annual mission trip to Tanzania for young adults and lives on Vancouver Island with his wife and their two children.
Peter Philips
Peter Philips

Peter holds a Master of Social Work in Community Development. He retired in 2025 after a 33-year career in regional and municipal government, where he provided leadership across a broad range of services, including social assistance, children’s services, policy, quality assurance, and the development of a regional systems plan to address chronic homelessness.
Peter and his wife were first introduced to Ratanak in 2010 when they were invited to help paint a newly acquired ministry building in the heart of a notorious sex trafficking district of children. The gravity of what he witnessed—and the hope embodied in Ratanak’s Christ-centred mission to bring compassion, healing, and justice to the people of Cambodia—left a lasting impression. Peter joined the board in 2016 and is grateful for the opportunity to support the continued growth and impact of Ratanak’s work.
Peter and his wife make their home just outside Cambridge, Ontario. They raised two daughters who are now married and building families of their own. These days, their four grandsons keep them laughing—and on their toes!
